Non-CSU Operating Fund Budget Development

These policies and procedures are to be applied by individuals who are in the process of establishing a Non-CSU Operating Fund budget for a new fiscal year. This budget may be requested by the University Budget Office for the purpose of developing a future fiscal year campus budget and/or for local input into the campus financial system. It is important to note that for self-support funds, a budget is not an authorization to spend, but serves as a management tool only. Spending authority for self-support funds is determined by available revenues. Distribution of budget within a self-support fund should be based on a conservative estimate of revenues. In some instances, a self-support fund balance can be used to budget operating expenditures in the current fiscal year.
