Moving Salary Savings into OE&E Temporarily

If an established permanent position is to remain vacant for a substantial length of time, all or a portion of the position’s excess Salary & Wages (S&W) budget can be moved temporarily into Operating Equipment & Expenditure (OE&E) for expenditure. This is done by the division/department with a budget journal and can be processed at any time after begin year base budgets are input into PeopleSoft Finance by the University Budget Office. Matching staff benefits will not be given for this temporary transfer into OE&E.

Moving Salary Savings into OE&E Permanently

Permanently moving excess salaries into OE&E occurs only during the begin year base budget build process. At that time, the University Budget Office will increase the department’s base by the staff benefit amount associated with the salary savings amount.

Keeping Salary Savings in Salary & Wages

While holding budget reserves in S&W is not encouraged, there are times when a manager may want to keep some salary savings in S&W. If reorganizations, reclassifications, etc. are planned, it is easier to hold recently generated salary savings in S&W rather than moving the excess salaries into OE&E and then moving it back a short time later.

When applying these strategies, it is essential to use Temporary Help with Class Code 2258. This applies to both setting aside surplus salary dollars and also when moving OE&E dollars back into S&W. Class code 2258 signifies that these particular Temporary Help dollars have matching staff benefits associated with them.
