Marvin A. Howard joined the Fire & Rescue Branch of the Governor's Office of Emergency Services, State of California in April of 2002. Assigned as Assistant Chief for OES, Region II, his direct responsible is for 16 Counties, fire and rescue response and coordination along California's North Coast. One of six Regions in the State OES Fire & Rescue, Region II stretches from Monterey County and extends to the Oregon border and includes the greater San Francisco Bay Area.

Chief Howard's primary responsibilities are for the coordination, communication and cooperation of the California Fire and Rescue Mutual Aid System. Duties also include the readiness and responses of 28 OES fire and rescue apparatus assigned to Local Government fire departments in the Region. At times Chief Howard is required to respond to emergency incidents as "on scene coordinator" for events that require use of Mutual Aid resources, or incidents that are of interest directly to the Governor's Office of Emergency Services.

Prior to working for State OES, Chief Howard has served over 22 years in the fire service. Starting in 1970 as a wild-land fire fighter and promoting through the ranks, serving as Fire Chief 8 years for a Local Government Fire Department. Along with his career in the fire service Mr. Howard is a licensed California, General Engineering Contractor, specializing in hazardous material remediation.

A life long California resident, married 33 years, father of 4 and grandfather of 2.

In September 2005, Chief Howard spent 28 days in response to Hurricane Katrina; assigned with the US&R teams in Biloxi, New Orleans, and with California Local Government Incident Management Teams dispatched on EMAC (State to State orders) requested to assist with disaster management.
