Disaster Assistance Program Specialist II

Jim C. Barnes is a Disaster Assistance Program Specialist II in the
California Governor's Office of Emergency Services, Disaster Assistance
Division. He is part of a technical section that is responsible for
handling engineering issues, environmental/historical review, the Safety
Assessment Program, Preliminary Damage Assessment, and complex program
assistance, development, and training.
Mr. Barnes worked on civil
reconstruction projects starting with the Loma Prieta Earthquake, and
continued with other earthquake, fire, and flood disasters in his ten years
with OES. He is currently a Safety Assessment Program trainer to local and
state government, and provides training in other technical and
disaster-related subjects as well.
