Course Descriptions:

Session 1B: Private Sector’s Answer to Disaster Planning

Instructor: Nancy Mathews, CEM, Universal Studios

This half-day class focuses on Disaster Response Plans in private industry, including how the State of California’s Standardized Emergency Management System (SEMS) can be incorporated into those plans. Attendees will learn about the elements of NFPA 1600, the National Fire Protection Association’s Standard for disaster planning. The class will also review the functions of the Incident Command System and how it can work in a business environment. Ideas will be presented on how both private and public sector entities can develop a Floor Warden program and train employees on their Emergency Action Plans. Finally, there will be a discussion on how private industry can develop relationships with the public sector, from your local jurisdiction’s first responders to Emergency Management personnel. This training is applicable not only to private industry attendees, but also to those public sector agencies encouraging businesses in their jurisdiction to establish their own plans.


Session 1C: Community Emergency Response Team (CERT): Terrorism Module

Instructor: Frances E. Winslow, Ph.D., Director, City of San José OES

This is a train-the trainer course. This course customizes the new Community Emergency Response Tea (CERT) Terrorism Module and discusses resource materials including books, websites and videos. Students will learn about current terrorism threats and how they relate to community members. The class will also review a completed CERT Terrorism Module. All students will receive a copy of the presentation and resources list on disk.


Session 1E: Local Hazard Mitigation Planning

Instructor: Mark Howard, Aegis

This session will provide an overview of how local governments can develop a hazard mitigation plan that meets the mitigation planning requirements of Section 322 of the Disaster Mitigation Act. The session leader will address the components of 44 CFR Part 201 that apply to local and Tribal governments, and introduce the Plan Criteria that provides explanations and sample plan excerpts. Participants will receive copies of FEMA's Mitigation Planning Guides for State and Local Governments, and the session leader will describe how these and other available tools can be used to guide and enhance the mitigation planning process.


Session 1F: FEMA Grant Management Training

Instructor: Veandeen Pace, FEMA

This course will provide an overview of the grant management requirements that both Grantees and Subgrantees must comply with in receiving and managing programs funded under Federal grant awards. The training will cover general grant management requirements, appropriation restrictions, pre-award costs, performance periods, cost-share/match, procurement, reimbursement and payment, and close out of projects and grant awards.
