Robert E. “Rob” Gandy

Rob Gandy, for the last eight years, has been an instructor at the California Specialized Training Institute (CSTI) in the Emergency Management/Criminal Justice Training (EM/CJ) Section. He teaches officer safety, emergency operations center design, incident command, crisis communications, and disaster management. At CSTI he developed the Response Information Management System (RIMS), Marking Cartridge Combat Exercise, and Emergency Services Coordinator training curricula.

Previously he spent 25 years with the Los Angeles Police Department (LAPD) retiring as a sergeant. Rob developed the City of Los Angeles Emergency Operations Center Information Management System (EOCIMS) that is based on Lotus Notes software which became the basis for State OES implementation of RIMS.

Rob coordinated the implementation of SEMS within the City of Los Angeles. Rob's experience was gained through a myriad of disasters including numerous presidentially declared disasters such as the Los Angeles Riots, and the Whittier, Northridge, and San Simeon earthquakes.

After the Northridge earthquake, Rob was appointed Chair of the Training Subcommittee of Senator David Roberti's Task Force on Earthquake Preparedness in Schools. Rob served on the Governor's Office of Emergency Services SEMS Training and Guidelines Working Group.

Rob has conducted numerous exercises, workshops, conferences and training courses on emergency management. Rob has assisted the film industry as a technical advisor for movies pertaining to emergency operations. He also spent 13 years in private security. Rob is a graduate of the University of Redlands, CA with a bachelor’s degree in management. He spends much of his spare time acting in stage and film productions.
