The video shows part of the opening statement made by Rep. Howard Coble (R-NC) in the House Judiciary Committee during its debate over whether or not to recommend beginning an impeachment inquiry against President Clinton. Note that Coble discusses how he listens to constituent opinion, but that ultimately, the decision must be his.
