Video: Actual Representation

The following video was shot on October 7, 1998.

In the following video, the House of Representatives is debating a bill to fund the Treasury and Postal Departments. The particular provision of the bill that is being debated has to do with birth control. According to the bill that is being debated, insurance plans for public (governmental) employees would only be required to pay for one type of contraception.

In the video, Rep. Eleanor Holmes Norton (D-DC) is speaking against the bill. Rep. Norton, a woman, makes an argument that draws heavily upon the female experience, and therefore demonstrates the concept of actual representation. As you listen to her speech, ask yourself:

Could a man deliver this speech? Could a man provide this perspective?

In this video, an African-American woman (Rep. Cynthia McKinney, Democrat from Georgia) blasts the Republican party for some allegedly racist campaign literature it sent out. Would a white male ever deliver this speech?
