From 1909 to 1926 Spain was engaged in suppressing a rebellion of Berbers in the Riff MOuntains. The Spanish government was ambivalent about this war. They did not want to relinquis Spanish control of the area yet they also did not want to allocate the resources necessary to suppress the rebellion.
