Recent Happenings: Meeting with Fred Keeley, Meeting with Senator Bruce McPherson

Legislative Action Committee

Meeting Minutes October 2, 2002

 

1. Welcome: Attending - Kathy Frandle, Allison Niday, Carolyn Klindt, Mark Stone, Jean Gallagher-Heil, Sharlene Santos, Jenny Wood

 

2. Updates:

A. Article for Dolphin Newsletter about parent activism in education legislation

i. It was agreed to distribute this to all newsletters.

ii. To include advocating the start of an email list to distribute important legislation activities, advocating EdVoice.net, hot issues that LAC endorses, email and mail addresses of Bruce McPhereson and Fred Keeley, that we can fax draft letters for people to send to congressmen/governor.

B. Need for new Chairperson - It was agreed that working as a team without a chairperson will work for now.

 

3. Resolution: Complete Construction

A. Discussed important issues to be included

i. Increase flexibility within categorial/block grant funding while still maintaining accountability.

ii. Proposition 98 should be preserved

iii. Fully fund special education mandates

iv. Maintain CSR of 20 or less, but provide flexibility under special circumstances to preserve funding

v. Small school districts, should not be shut out of state bond measure funds.

vi. Added: If programs (Supplemental Grants, Targeted Instructional Improvement Grants, Home-to-School Transportation, and School Improvement Program) are deferred, then the first priority next budget should be to fund them.

 

Updates on Resolution writing: Kathy Frandle and Colleen Farrell have written their portions (Fully fund special education mandates and Proposition 98 should be preserved). Other sections still need to be written.

 

ACTIONS:

1. Mark Stone to write 2 portions of resolution (Maintain CSR of 20 or less� and Small school districts should not be shut out�)

2. Jenny Wood to write 1 portion of resolution (Increase flexibility�)

3. ___________ to write 1 portion (If programs are deferred�.) We didn't decide on someone to work on this. Does someone want to take this on?

4. Group agreed to meet with Lee Angela Reid of Bruce McPherson's office to advocate the introduction of language for flexibility in "Deferred Maintenance" money. Jenny to set up meeting

5. Group agreed to meet with Teresa Gera of Fred Keely's office to introduce resolution, etc. Jenny to set up meeting.
