Dong Chul Shim received his bachelor's in English language and literature from Korea University at Seoul, Korea. After he worked for the Korea Information Society Development Institute, government-sponsored research institute for information technology and policy, he went to obtain his Master's in Public Administration and International Relation (MPA/IR) degree from the Syracuse University Maxwell School of Citizenship and Public Affairs. He earned his Ph.D. from Rockefeller College of Public Affairs and Policy at the University at Albany (SUNY). From Fall 2009 to Spring 2010, he was a lecturer in the Political Science Department at Iowa State University. Since 2010, he has been a visiting assistant professor at the University at Albany, where he teaches undergraduate and graduate courses on statistical analysis and policy analysis. He is interested in how job/work structures can be designed, so that public employees can be more empowered and show greater initiative in the workplace. He has published on these topics in several academic journals (e.g. American Review of Public Administration, International Review of Administrative Sciences). Nowadays, he is studying how government employees are more involved in prosocial behaviors to enhance the productivity of government organizations. Currently he has one two-year-old boy, and spends most of his free time with him. After ten years of staying in upstate New York, he is very excited to join SJSU and hopes to find a variety of different experiences in the Bay Area.
