At its meeting of May 12, 2003, the Academic Senate passed the following Policy Recommendation presented by Pam Stacks for the Budget Advisory Committee.
POLICY RECOMMENDATION
LOTTERY POLICY
Amends S02-1
Whereas traditionally, each year a faculty committee solicits lottery proposals for
discretionary lottery funding, evaluates those proposals and makes
recommendations to the President regarding the expenditure of lottery
funds; and
Whereas despite the above tradition, no university policy specifies a procedure for
determining how discretionary lottery funds will be distributed; and
Whereas according to state and CSU guidelines, lottery money is intended to be
used for instructionally related purposes, meaning that faculty are uniquely
suited to making recommendations regarding the expenditures of such
funds; be it therefore
Resolved, that the following amendment be added to S02-1, and the remaining
sections of the policy renumbered as required.

6.0 Process for Distributing Lottery Funds
6.1 Each spring, the Budget Advisory Committee will solicit proposals for the
expenditure of undesignated lottery funds for the following academic year, unless the
CSU notifies the campus that no such lottery money shall be forthcoming. The BAC will
run the process of soliciting and evaluating lottery proposals in parallel with the process
of soliciting and evaluating budget priorities proposals.
6.2 Following the receipt of lottery proposals, the faculty members of the Budget
Advisory Committee shall meet to discuss and evaluate such proposals. The BAC shall
also make a recommendation regarding the percentage/amount of lottery funds that
should be available for individual professional development grants, as well as the
percentage/amount of lottery funds that should be placed in the lottery reserve fund.
6.3 The Budget Advisory Committee shall communicate its recommendations to the
president in a written report. Within 30 days of the president making final decisions
regarding the allocation of lottery funds, he/she shall report these decisions to the Budget Advisory Committee in writing. This report should provide an explanation for all
instances in which the president has not accepted a recommendation of the BAC. This
report will be compiled with other university-wide budget requests to be discussed and
finalized with the Budget Advisory Committee.
