At its meeting of May 5, 2003, the Academic Senate passed the following Policy Recommendation presented by Pam Stacks for the Organization and Government Committee.
Policy Recommendation
By-Law 5.11 Amendment
Whereas: By-Law 5.11 as originally adopted applied only to operating committees; and
Whereas: a subsequent amendment added a provision also applicable to policy committees; and
Whereas: an additional amendment, responding to the possibility that a committee member might fail to perform assigned duties, is now proposed, which is also applicable to both operating and policy committees; and
Whereas: the proposed new provision will tend to improve committee efficiency; now therefore be it
Resolved:
- Amend By-Law 5.11 by deleting the third paragraph;
- Create a new By-Law 5.12 as follows:
a) If a member of an Academic Senate committee cannot complete the term for any reason, or is absent from three regularly scheduled committee meetings, the chair of the committee may request the Committee on Committees (if an operating committee) or the Executive Committee (if a policy committee) to nominate a replacement.
b) If a member of an Academic Senate committee repeatedly does not perform assigned committee duties, the chair or any member of the committee may ask the committee to request, by vote, the Committee on Committees (if an operating committee) or the Executive Committee (if a policy committee) to nominate a replacement.
3. Renumber the present By-Law 5.12 as 5.13.

Financial Impact: Positive. If the efficacy of committees are improved by having fully functioning committees then there is a savings of time for the committee membership.
