At its meeting of October 24, 2005, the Academic Senate passed the following Senate Management Recommendation presented by Senator David for the Curriculum and Research Committee.

SENATE MANAGEMENT RESOLUTION

         CREATING AN INSTITUTIONAL REVIEW BOARD-HUMAN SUBJECTS

TASK FORCE

 

WHEREAS,   Research involving human subjects is an important and essential component of San José State University’s mission; and

 

WHEREAS,   Protection of the physical, psychological, and social well-being of research subjects is an ethical and legal imperative; and

 

WHEREAS,  The SJSU Policy for the Protection of Human Subjects (F90-4) has not been systematically reviewed and updated in the past 15 years; and

 

WHEREAS,   There have been changes in Federal policies and in institutional practices since 1990, most recently in June, 2005[i]; and

 

WHEREAS,   The SJSU Institutional Review Board (IRB) for the protection of human subjects reviews over 300 protocols each year, and this number is expected to increase in the future; therefore be it

 

RESOLVED  That an IRB Task Force be created to (1) review policies and procedures related to the IRB in light of changes in Federal policies and institutional practices at other colleges and universities; (2) study the current implementation of IRB policies and procedures at SJSU; and (3) determine whether any changes are warranted in policies and procedures.

 

RESOLVED  That the Task Force consult widely with faculty, staff, administrators, and students across campus about issues related to IRB policy and procedures, including (but not limited to): (1) consistency with current Federal policies and with current practices and interpretations related to those policies; (2) whether campus procedures adequately address the needs of diverse disciplines and constituencies in an effective, efficient, and accessible manner; (3) the procedures for exempt protocols, and expedited review; and (4) if so, make specific recommendations and draft new policies and procedures; and be it further

 

RESOLVED  That the Task Force study IRB policies and practices at comparable universities; and be it further

 

RESOLVED  That the following people be members of the Task Force with members to select a chair for the task force:

 

Associate Vice President and Associate Dean of Graduate Studies and  

            Research

                        IRB Coordinator

                        Chair, Senate Year 2005-2006, Curriculum and Research Committee

                        Survey Research and Evaluation Specialist (or designee)

One faculty member from each College with efforts made to identify someone

                        with experience related to the protection of human subjects

                        One current member of the IRB

Two students, at least one at the graduate level, nominated by the Colleges and selected by the Curriculum and Research Committee       

                                   

                        The Task Force is encouraged to convene subcommittees, advisory panels, forums, or other means of soliciting input to assure representation of the many groups that may be affected; and be it further

 

RESOLVED  That the Task Force issue a report to the Curriculum and Research Committee by the end of Fall 2006 and then be dissolved.
