SM-F08-5, Senate Management Resolution, The Process to Elect the Members of the Post-Promotion Increase Program Appeals Committee

 

Legislative History:

The procedure to elect the members of the PPI Appeals Committee has been left to the Academic Senate to determine, as per the memo from AVP Joan Merdinger dated

October 17, 2008:

 

The campus shall elect a five-member Appeal Committee (using the campus Senate process for campus-wide elections), consisting of full professors who are not being considered for PPIs in AY 2008-2009.

 

At its meeting of November 17, 2008, the Academic Senate approved the following Senate Management Resolution presented by Senate Chair Meldal for the Executive Committee.

 

Resolved:     That members of the PPI Appeals Committee be elected following the procedure below.

 

Election Procedure for the PPI Appeals Committee

 

1.      Nominees for the appeals committee will be elected by the probationary and tenured faculty unit employees from each college and from the General Unit. The General Unit and each department in the college shall be informed of the pending selection and may nominate one person. If there is more than one department nominee for a given college or in the General Unit then the nominees are placed before the electorate of the respective college/the General Unit.

 

2.      If there are more than five nominees put forward by the colleges and the General Unit, then the probationary and tenured faculty members of the Academic Senate elect the five members of the Appeals Committee.

Workload Impact:      The time necessary to run an additional election in each unit

Rationale:                   The Senate by-laws at §14.1 states that:

 

14.1 Occasionally faculty (as defined in the Academic Senate Constitution) are required or permitted to serve as representatives on bodies not established by or

 

under the authority of SJSU (e.g. system-wide or other off-campus agencies or committees). In those instances in which no other procedure for their designation is prescribed, representatives shall be appointed by the Academic Senate on nomination of the Executive Committee.

 

In order to make the election of the Appeals Committee minimally burdensome while securing broad faculty representation and participation, the election process for the University RTP committee was deemed to present a good model.
