At its meeting of May 15, 2006, the Academic Senate passed the following Sense of the Senate Resolution presented by Senator Parsons for the Organization and Government Committee.

 

SENSE OF THE SENATE RESOLUTION

              AMENDMENT TO SS-S01-4

                                         

Whereas,       SS-S01-4 presently, recommends for faculty “That findings, reports,                                         results, and data collected by Assessment Committee should never be used                          under any circumstances for RTP and/or Merit Pay processes” and

 

Whereas,       the recommendations, articulated in SS-S01-4, includes explicit protection                                         for the faculty, but not for staff, and

 

Whereas,       staff should be provided with equal protection with respect to outcomes                                              assessment data, now, therefore, be it

 

Resolved,       that SS-S01-4 be amended by inserting “Staff Performance                                                                  Evaluations” after RTP in the first resolved.

 

             

    SS-S01-4 SENSE OF THE SENATE RESOLUTION

REGARDING RECOMMENDED SAFEGUARDS AROUND ISSUES OF ASSESSMENT

 

Whereas:  The Academic Senate held a retreat on the topic of Assessment in Fall 2000                                       in which a number of safeguards were designated as important to consider,                                         and

 

Whereas:  The Organization and Government Committee was asked to consider the

                 creation of a Senate operating committee to deal with Assessment, and

 

Whereas:    The Organization and Government Committee is forwarding a Policy                                                   Recommendation to establish an Assessment Committee, but that the                                                Organization and Government Committee wished to explicitly state its                                                 reservations about the use of assessment at SJSU which more appropriately                                    should reside in a Sense of the Senate Resolution, we therefore forward the                                      following set of recommendations for the Academic Senate’s consideration:

 

Resolved: That findings, reports, results and data collected by the Assessment                                        Committee should never be used under any circumstance for RTP, Staff   Performance Evaluations and/or Merit Pay processes. Data generated                                  should be of a general kind without referring to the performance of any                        individual and therefore should not be placed in any individual Personnel                         Action File (PAF)

 

Resolved:  That academic units should be provided with funding and faculty given                                       reassign time for substantial time spent on assessment processes; and

 

Resolved: That departments for the purpose of curricular improvements should be                 provided with grants, developmental facilities, time, and resources to                          enhance the learning goals.
