At its meeting of January 29, 2001, the Academic Senate passed the following Policy Recommendation presented by Pamela Stacks for the Organization and Government Committee.

 

POLICY RECOMMENDATION

ALCOHOL AND DRUG ABUSE PREVENTION

COMMITTEE COMPOSITION

Rescinds S96-12

Whereas:

The ADAPC committee has requested that its composition be changed to provide for the necessary expertise directly on the committee to deal with at least the following four issues:

                        i.             Effective outreach to students.

ii.          Effective communication about the "Drug free" Schools Act (which mandates communication to all employees at an institution, else the threat of losing Federal Funding if non-compliant).

iii.         Dealing with enforcement and policy issues.

iv.         Reporting Alcohol and Drug Abuse statistics at SJSU; and

Whereas:

Student outreach and input for policy and prevention should involve a number of different student constituencies (such as Associated Students, Student Groups, Residential Life, and Greek Life); and wherever possible the Senate should make use of umbrella organizations to obtain student representation (such as Associated Students or the Inter Residential Hall Association) or in the absence of an appropriate umbrella organization, a coordinator of Greek-letter organizations (such as the Student Life Coordinator of Greek Life), to obtain student representation; and

Whereas:

Nationally Directors of Risk Management are actively discussing problems of Alcohol and Drug Abuse Prevention and Policy and SJSU has a Director of Risk Management; and

Whereas:

Enforcement and policy issues require broad input; and

Whereas:

Alcohol and Drug Abuse Statistics at SJSU are necessary in order to formulate enforcement and policy goals; be it therefore

Resolved:

That S96-12 is rescinded and replaced by the following:

1. The Alcohol and Drug Abuse Prevention Committee shall continue as a Special Agency.

2. The committee shall serve as an advisory group to the University President, to the University community, and to the Prevention Education Program (PEP).

3 a. Non-student members of the committee shall be appointed by the University President for staggered three year terms, as follows:

Coordinator of Prevention Education Program (PEP) or designee,

            Director of Student Health Services or designee,

            Director of University Housing Services or staff designee from Residential Life,

            Director of Intercollegiate Athletics Division or designee,

Director of Student Life Center or designee,

            Director of Risk Management,

            Chief Judicial Affairs Officer,

            Executive Director of Spartan Shops or designee,

            Director of Counseling Services or designee,

            University Chief of Police or designee,

            Faculty-at-large (nominated by Committee on Committees)

Student members of the committee shall be recommended to and appointed by the University President for one year terms, as follows:

One Prevention Education Program (PEP) student representative,

One nominee from Associated Students,

One nominee from Inter Residential Hall Association, and

One selection by the Greek Life Coordinator in Student Life from among the

memberships of Inter-Fraternity Council, Panhellenic Council, National Panhellenic Council, and Greek chapters not affiliated with any of these councils.

b. The chair shall be designated by the University President.

4. The committee shall report to the University President. The University President shall consult with the Academic Senate on all recommendations affecting policy.
