ACADEMIC COUNCIL POLICY RECOMMENDATION

 

At its meeting of February 8, 1971, the Academic Council passed the following replacement for Section II, B, second paragraph of the President's Interim Retention, Tenure, and Promotion Standards and Procedures, October 26, 1970, presented by Chairman Robert Wrede of the Professional Standards Committee.
 
The following new paragraphs are to be added in place of the second paragraph of II. B.
 
While initial appointments may be made of candidates who lack the doctorate or appropriate terminal degree, it-is the policy of the college to offer a tenured appointment or -promotion to advanced rank only to candidates who hold the doctorate or appropriate terminal degree except in those instances where at the time of initial appoint- ment a candidate, by reason of academic or scholarly achievement, has demonstrably earned a widespread stature or reputation in his field, or where his professional or vocational skills and experience are rare, unique, and unlikely to be otherwise available to the College. Where such exceptional initial appointments are to be offered, they shall require the approval of the President and the basis of the exception shall be made a permanent part of the record.
 
Where such initial, exceptional appointments were not offered, and where a candidate for tenure or promotion lacks the appropriate terminal degree, he may nevertheless be favorably considered for- tenure or promotion if in the documented judgment of two-thirds of the members of the departmental, school, and all-college committees the candidate has demonstrably earned tenure or promotion.
 
The Office of the Academic Vice President shall maintain a listing of the appropriate terminal degrees, by Teaching Service Areas, within the college. It shall be presumed that the doctorate is the appropriate terminal degree; if the faculty of any department, program, or teaching service area wish to show otherwise, they may do so by submitting convincing evidence as to the standards and practices of the discipline and of other institutions. The official listing of appropriate terminal degrees shall be established by the President after consultation, with the departments, school deans and the Academic Vice President, and it may be amended after similar consultation.
 
In any event retention to the faculty, the offer of tenure, or the award of promotion is in no way automatic but is granted only in recognition of competence, professional perfermance, and meritorious service.
