At its meeting of May 10, 1993, the Academic Senate approved the following Policy Recom-mendation presented by Theodore Norton for the Organization and Government Committee.
BUDGET ADVISORY COMMITTEE

| That the By-Laws of the Academic Senate be amended by addition of a new By-Law 14, to read as follows: |
| 14. Budget Advisory Committee |
| a. The Budget Advisory Committee consists of the elected members of the Executive Committee of the Academic Senate and the President of the Associated Students, with the administrative members of the Executive Committee serving as non-voting consultants. Other administrators, faculty and students may be invited to attend by agreement between the Chair and the President. |
| b. The Chair of the Academic Senate shall be Chair of the Budget Advisory Committee. Meetings of the Budget Advisory Committee may take place in connection with meetings of the Executive Committee, or at meetings of the Budget Advisory Committee called by the Chair or the President. |
| c. Proceedings of the Budget Advisory Committee shall be reported to the Senate in summary form similar to reports of the Executive Committee. Budget Advisory Committee proposals for Senate action shall be reported directly to the Senate. |
| d. The President shall consult with the Budget Advisory Committee before making decisions on major budget and fiscal matters, particularly where the University has authority to determine or approve financial priorities, allocations of funds, and amounts of expenditures. Among the matters subject to consultation are the proposed university annual budget; the allocations of funds to colleges; any substantial changes, based on fiscal necessity, in enrollment, student-faculty ratio or faculty staffing or workload; and major budgetary and fiscal problems arising from legislative or off-campus administrative action which may require significant changes in campus activities, programs or procedures. |
| e. Normally, budgetary or budget-related proposals affecting policy should be reported to the full Senate for its consideration. Where, because of time or other circumstances, it is not feasible to do so, approval by the Budget Advisory Committee shall constitute approval for the relevant fiscal year by the Senate. Committee approval shall not restrict consideration by the full Senate of the future applicability of such policy decisions. |
