At its meeting of February 24, 1997, the Academic Senate unanimously approved the following Sense-of-the-Senate Resolution presented by Dominique Van Hooff for the Executive Committee.

SENSE OF THE SENATE RESOLUTION

ENDORSING BUDGET PRIORITIES FOR AY 97-98

"THE PRIORITIES RESOLUTION" AS PER F96-4, 2.2

Whereas, The Budget Process Policy (F96-4) calls for the Senate Budget Advisory Committee to receive the President's general budget priorities, to consult with the President, and to propose a "Priorities Resolution" for consideration by the full Senate that will then guide the process by which budget priorities are implemented in the ensuing academic/fiscal year; and

Whereas, The Budget Advisory Committee has received proposed budget priorities from the President, has consulted with the President and his officers, has engaged in constructive dialogue resulting in a modified proposal; now, therefore, be it

Resolved, That the attached document "SJSU Strategy/Budget Priorities 1997-98" be endorsed by the Academic Senate as the guidelines to be used by administrative units in applying for priority funding, and by the Budget Advisory Committee in evaluating the applications for priority funding, and by the President in making the final decisions on priority funding (all under F96-4).

In the broad context of SJSU's mission, which is "To enrich the lives of its students. . to transmit knowledge to its students along with the necessary skills for applying it in the service of our society, and to expand the base of knowledge through research and scholarship." the goals, budget and strategy priorities for 1997-98 are as follows:

Communicate San Jose State's mission and identity

Establish San Jose State as a leading campus in the CSU

Secure community support for achieving SJSU's mission

Become the university of choice for students in SJSU's service area

Clarify Local/Regional Identity: The Silicon Valley's Metropolitan University

SJSU contributes to the quality of life and economic success in the Silicon Valley

SJSU provides excellent education and serves as a gateway to careers in the Silicon Valley

and beyond

Key Elements in the 1997-1998 Budget Cycle

Enhance the quality of academic programs relevant to mission

* Complete curricular priorities process and develop implementation plans

* Strengthen teacher education and K-14 relationships

* Strengthen programs that prepare the workforce for Silicon Valley

 

Focus the educational experience on the student

* Concentrate on improved student learning

* Improve student support services

* Incorporate respect for diversity and international understanding throughout the University

 

Improve outreach and service to our local and international communities

* Expand faculty service and research related to region

* Expand service learning and volunteer service opportunities for students

* Expand international learning experiences for students

Balance enrollment enhancement programs with retention programs Improve essential infrastructure

Continue efforts to provide:

* Adequate, accessible, safe, and well-maintained facilities

* Enhanced information resources

* Training and development programs, and appropriate evaluation and incentive programs for faculty, staff, and management

* Effective mechanisms for generating, allocating, and managing revenues and other resources, including consideration of a return to position-based allocations to departments.
