Academic Master Planning and New Degree Programs
In October of each year, the campus responds to a formal Chancellor's Office request to update the Academic Master Plan. Any new degree requires a two-to-four year period for planning and implementation starting with submission to the Chancellor’s Office and approval by the Board of Trustees for inclusion in the CSU Academic Master Plan. Please review: "Procedure for Submitting Proposals for New Degree Programs" available from the UGS Office. The initial amendment of the campus academic master plan for inclusion of the new degree program requires only a summary statement of a few pages indicating the reason a program is being proposed ,evidence that the degree qualifies the student for entry into existing career paths, the anticipated student demand for the degree, and a review of resources required. Such changes to the plan, and eventual full new degree proposals, must be approved by the department, the college, the UGS or GS&R Committee, and the Curriculum & Research Committee, before being presented to the Provost for authorization. The resources required to offer the degree must be indicated on special forms available from the UGS office, and there must be evidence of the university's commitment to permanent resources. Trustee approval of the initial updated academic master plan allows the campus to incorporate the projected program into its capital outlay planning. The Chancellor's Office eventually reviews the full degree proposal, and notifies SJSU of its approval of the new degree itself, the assignment of a HEGIS and CIP code, and the semester of implementation. The new degree is added to SJSU's listings in the University or Special Sessions Catalog, CSU degree database, and made available in CSU Mentor for student admissions.
They are, with rare exception, authorized at the discretion of the campus, and need not go through the academic master planning process. They require approval of the UGS or GS&R Committee and the Curriculum & Research Committee as well as final approval by the Provost. Special forms outlining resource needs must be secured from the UGS office, and attached to proposals for new concentrations. Prior to implementation, the Chancellor's Office must receive written notification of the exact title of the proposed program, together with a list of associated courses. At SJSU, a concentration is formally designated on the student's permanent record. NOTE: Options and emphases are no longer recognized at the degree level and they do not appear on transcripts or diplomas. Options and emphases may be informally treated as Areas of Specialization and can be used instead as an advising tool for departments.
