The spring semester is underway and it’s nice to see everyone back on campus. I hope you enjoyed your time away and look forward to continued collaboration and partnering with you in the coming weeks and months.

In our ongoing efforts to improve communication and ensure you have the information you need, I’m pleased to announce our first-ever “The UP Side LIVE!” event. Members of UP staff will provide updates on various initiatives, processes and technology, and we will give you the opportunity to ask us questions. The event will be held Wednesday, April 10 from 9:00 a.m. - 11:00 a.m. in the Student Union Theatre so please save the date. More information to come!

We have filled the majority of our vacancies in UP and I look forward to bringing the Senior Director for Faculty Affairs on board soon. This individual will be a key member of UP’s leadership team and an important resource for our faculty.

Frequently Asked Questions about W-2s

Please note that Form W-2s are issued by the State Controller’s Office and are not maintained or reissued by San José State University personnel.

Q: When will my Form W-2 be mailed?
A: The State Controller’s office mailed the 2018 Form W-2s to state and CSU employees. You should have received your Form W-2 by January 31, 2019.

Q: What do I do if I don’t receive my W-2?
A: After January 31, 2019, contact your Payroll Representative (see Your UP Representatives for contact information). Form W-2s that are undeliverable by the post office will be returned to University Personnel.

Q: What do I do if my mailing address changed after the deadline to change it in the system?
A: After January 31, 2019, contact your Payroll Representative (see Your UP Representatives for contact information). Form W-2s that are undeliverable by the post office will be returned to University Personnel.

Q: What should I do if my W-2 was damaged or not sealed?
A: Complete the Duplicate Wage and Tax Request Form (
Compatible with Microsoft Internet Explorer web browser only) and mail to the address on the formGenerally there is a fee of $8.50 charged by the State Controller’s Office.

OUR EMPLOYEE RELATIONS offices are located in UP North (ADM 218) and their primary functions are to ensure compliance with collective bargaining agreements (CBAs) and policies, investigate complaints, respond to grievances, provide advice and training, and interpret, develop and disseminate policies.

Julie Paisant - Senior Director, Office for Equal Opportunity & Employee Relations
Julie has been with SJSU for almost seven years. Prior to her arrival on campus, Julie worked for a private nationwide construction company which was going through layoffs. The position required her to travel approximately 26 weeks a year and, in Julie’s own words, “While that was was time to stay home!” Did you know? Julie was once the President of the Monterey Bay Blues Festival and her favorite food is salmon.


Carwin Liang - Manager, Employee and Labor Relations
Carwin has been at SJSU a little more than five years. He felt he was plateauing in his corporate role and decided to move into the public sector. He joined the University as a coordinator and held several roles before moving into his current management position. Did you know? Carwin was only 3.5 pounds at birth. “Apparently I fit into my mom’s palms when I was born.” His favorite food is sashimi.


Stacey Elsibai - Senior OEO/ER Analyst
Stacey has been at SJSU for almost four years, joining the university after she and her husband moved back to the Bay Area. She “wanted to continue working in higher education and the world of employee and labor relations.” Did you know? Stacey once traveled to Thailand on her own and did a little hitchhiking. She also loves sushi.

Sandy Thang - OEO/ER Analyst
Sandy is an SJSU graduate and after working at other higher education institutions for several years she returned to campus almost two years ago. “SJSU has always felt like home and the work we do is essential in promoting a harmonious and inclusive work environment.” Did you know? Sandy is a self-proclaimed foodie and is a boba tea connoisseur, but her favorite food is crab noodle soup.

Paul Garrison - Senior Director, Academic Employee Relations
Paul joined SJSU in 2018 after serving as a system-wide Labor Relations Manager at the CSU Chancellor's Office. Over time he desired to be closer to the lifeblood of the system - the campus. “SJSU's bent towards social justice is both appealing and unique. It makes for a dynamic place to work!” Did you know? Paul is a marathon runner because “life is a marathon, not a sprint”. He also loves bacon!


Alfredo Coria - Investigator
Alfredo joined SJSU in the last year after obtaining a legal education and working as an investigator outside higher education. The University appealed to him “because it embraces diversity and values a workforce that reflects its diverse student body.” Did you know? Alfredo married his college sweetheart and together they are raising their daughter Zanaira. Indian and Vietnamese food
make him happy.


Jed Soliven - Academic ER Analyst
Jed joined SJSU a little more than four years ago but only recently moved into University Personnel. He previously
supported technical college managers throughout California, “but the frequent driving became grueling.” When exploring other options he noticed that SJSU is “truly student focused” and wanted to join the team. Did you know? Jed sings in the car when he’s alone but claims he would never do karaoke. His favorite thing to eat is carne asada fries - “hold the frijoles and queso!”

UP Staffing Updates

  • Lynette Mauro and Connie Wong, previously temporary employees, have accepted probationary appointments as Administrative Services Representatives (ESS) and Julia Chan has joined us as a Business Analyst (HRIS).
  • Eduardo Olivares, previously a student employee (newly graduated!) accepted a temporary appointment as a Web Specialist (HRIS).
  • Stacy Perez has taken on a new role as the Data Workflow and Analysis Lead in ESS, and Michele Delfino has stepped into the Employee Support Services Lead position.
  • Patricia Rodriguez has been made a Senior Manager, still leading the Employee Support Services team.

CSULearn Now LIVE!


As previously announced the California State University recently moved to a new streamlined Learning Portal, CSULearn. All compliance training will be completed in the new system and the Chancellor’s Office is in the process of assigning courses to continuing employees. Once their process is complete we will assign courses to employees who started work after November 30, 2018. Once assigned, notifications will be sent from In addition all employees will have access to more than 75,000 online courses, books, and videos.

The CSU has prepared a short tutorial that you can watch now on YouTube.

The 2019 Employee Benefits and Services Fair will take place Tuesday, September 24, 2019 from 10:00 a.m. to 2:00 p.m. in the Student Union Ballroom and we want you to be there!

Would your department like to have a table? As in previous years our focus will be on the Annual Benefits Open Enrollment period, but we are always pleased to have campus departments/organizations participate and showcase services for our employees. Last year over 700 employees attended and we expect at least that many this year.
