During fiscal years of economic downturn for the State of California, campuses may or may not be budgeted for compensation increases. From 2002/03 to 2005/06, no compensation pools were included in campus budgets, although compensation increases continued for some collective bargaining units. In this type of situation, the costs associated with increased Salary & Wages and staff benefits becomes a mandatory budget obligation for the campus.
