| Biography A native of Orangeburg , South Carolina , I came of age watching the Civil Rights movement, including a lot of violence in my hometown. I became absorbed by the question, "Is America a truly great nation, or merely a powerful one?" This led to my life-long study of American History as well as my interest in teaching History. I received my undergraduate degree in History while at Stanford-in-Britain in 1970. Within weeks at the U.S. Embassy in London , England I was sworn into active military service as a commissioned officer and posted to Fort Benning , Georgia . After Airborne training I volunteered for service in the "Race Relations Coordinating Group," a six person special staff directly advising on race relations and equal opportunity to the base Commanding General and subordinate brigade commanders and staff. I wrote the textbook for, designed the curriculum, and for eighteen months supervised the first US Army training school for small group discussion leaders of in-unit race relations seminars, and authored the first regulation in force at a major American military installation spelling out duties for commanders to effectively recognize cultural diversity in order to enhance mission accomplishment. This program served as a prototype for mid-1970s and later Department of Defense programs and policy on race relations and cultural diversity. Later, I served 1973-74 as the Adjutant, 43d Engineering Battalion (Construction) at Fort Benning . I was honorably discharged as a Captain in 1974. I completed my law studies earning a Juris Doctorate degree as well as a Masters in Business Administration from the University of South Carolina in 1977. I practiced law on Hilton Head Island , South Carolina for twelve years, with significant local civic activities. In 1990 I moved with my family to California where I spent a total of ten years in the private practice of law and most of three years, 1996-99, as the General Counsel of a Silicon Valley manufacturer and wholesaler of computer peripheral devices. Appointed a United States Administrative Law Judge in 2004, I have since December, 2005 served as the Hearing Office Chief Judge, San Jose office of Disability Adjudication and Review, Social Security Administration. I am married to Yuli Ma Lyman, a 1974 graduate of National Taiwan University , Taipei , Taiwan , and we have three children. Joe is studying Architecture at Cal Poly, and Phillip and Elizabeth are both study psychology at U.C. Santa Cruz. |
