Sending Solicitations to Potential DVBEs

Whether you obtained a list of potential DVBE subcontractors through the mail or created one on the internet, you’ll want to
know the following information about how to read the list and how to invite DVBEs to participate in your bid.


Reading Your DVBE List: Your list will contain the following information about each DVBE:

  • Reference Number (the number the firm received from OSDC upon application).
  • Firm Name and Address.
  • Phone and Fax Numbers.
  • E-mail address and homepage, if available.
  • The Certification Type for which the firm is approved (DVBE and/or Small Business).
  • The Business Type for which the firm is approved (Manufacturer, Non- Manufacturer, Service and/or Construction).
  • The firm’s certification start and end date (From and To).
  • The SIC (Standard Industrial Classification codes) or construction licenses provided by the DVBE to identify the products or services the firm offers.

Inviting DVBEs to Participate: Invite potential DVBE subcontractors to participate by supplying them with all the information they need to bid to you, such as:

    • The service or product available for bid.
    • The geographic area where the work will take place, if applicable.
    • The awarding department.
    • The due date for bids.
    • Your contact information.
    • Any other information needed to bid.

The method you use for contacting DVBEs is up to you, but be sure that you give each DVBE the same information and instructions. You should document—and be prepared to demonstrate—the efforts you make in seeking a DVBE.
