What We Do

San José State University Administration and Finance advances the university mission through several core operational departments ranging from business services, to facilities, to campus safety, and others. Guided by responsible stewardship principles of university resources and assets, Administration and Finance helps guide Silicon Valley's public university growth as a hub for world-changing learning, research and innovation.

Facilities Development and Operations

Maria O'Callaghan-Cassidy — Senior Associate Vice President

Facilities Development and Operations (FD&O) promotes and enhances the learning process by providing a physical environment that is safe, comfortable, and attractive through our stewardship of physical asset management. 

Finance and Business Services

Maureen Pasag — Senior Associate Vice President

Finance and Business Services provides financial services to the campus community. The service team strives to provide exceptional customer service; accurate and timely services; sound financial management; and innovative business solutions.

Spartan Shops, Inc.

Kathryn Kaoudis — Chair, Spartan Shops, Inc. Board of Directors

Spartan Shops is a self-supporting campus auxiliary organization. Spartan Shops operates the Spartan Bookstore, Spartan Properties and oversees food service operations, SpartanEats, provided on campus by Chartwells Higher Education.

Strategic Business Services

Sara Bonakdar — Associate Vice President 

Strategic Business Services (SBS) provides a comprehensive suite of customer-focused services that support the campus community’s academic, operational, and business needs. SBS supports the campus community by delivering essential business services that are efficient, compliant, and customer-oriented.  The Spartan Shops auxiliary oversees the Spartan Bookstore (operated by Barnes & Noble), Spartan Properties and oversees food service operations provided by Chartwells Higher Education (DBA Spartan Eats), all of which exist to enrich campus life. Together, these services enable students, faculty, and staff to focus on teaching, learning, research, and community engagement.

University Police

Michael D. Carroll — Chief of Police

The University Police Department (UPD) provides uniformed police patrol of the University and surrounding neighborhoods, criminal and administrative investigations, community policing and crime prevention services. Serving with pride and integrity, members UPD are dedicated to providing the highest level of professional law enforcement and public safety to our community.

Strategic Administrative Operations

Nicole Morris — Executive Director

Provides leadership to advance divisional and institutional priorities, drive strategic initiatives, and ensure organizational alignment across the Division of Administration and Finance. Also provides operational oversight of emergency management, Clery compliance, and the VP/CFO’s immediate office.

Risk Management

Karen Vogler — University Risk Manager

Risk Management ensures compliance with insurance requirements to protect the university’s people, property, and financial resources. It also provides expert guidance to reduce risk throughout the campus community.

People-Centered Practice

Shauna Rios — Senior Director, Finance Support and Innovation and Advisor for People-Centered Practice

San José State's work to streamline and enhance business operations is powered by a core belief that the work our faculty, staff, and students should be supported by responsive processes. This initiative is about improving the way we work together, making everyday tasks easier and more efficient for the people who do them. 

University Budget and Financial Strategy

Jennifer Corgiat — Associate Vice President

The Office of University Budget and Financial Strategy supports the campus in developing and implementing fiscal solutions that are aligned with campus initiatives and CSU policies.

SJSU accomplished a landmark private-public partnership to transform a former luxury hotel tower into a 700-bed residence hall that opened in August 2024. New environmental design installed on the skybridge in August 2025 welcomes the second cohort of student residents.

The latest iteration of the Campus Master Plan, the first since 2001, guides the university's physical growth and development through 2040. The plan was approved by the CSU Board of Trustees in May 2025.
