Ruth Huard, PhD
Dr. Ruth Huard is the Dean of the College of International and Extended Studies, overseeing the five departments within the college: Extended Education (credit and non-credit programs), International Student and Scholar Services, International Gateways, International Recruitment and Partnerships, and the Silicon Valley Center for Global Studies. As Dean, she manages the administrative units of the college and is responsible for supporting over 11,000 students that participate in the extended education programs annually, as well as 3000 international students.
She has over 15 years of academic and professional experience in the areas of learning sciences and technology design. Through her former role with eCampus and as the current Director of Spartans Online, she has facilitated the growth of online teaching and learning opportunities for the San José State University community.
Dr. Huard is a former professor and enjoyed teaching courses such as emerging technologies, research methods, and applied organizational communication. She received her Ph.D. from Stanford University where she conducted research in human-computer interaction and learning systems in the School of Education and in the Computer Science Department–Knowledge Systems AI Lab. While Dr. Huard is excited by emerging technologies, her interest and focus continue to be on the people that engage with the technology.
Namrata Shukla, MBA Finance
Associate Dean and Director of Operations and Finance
Namrata or "Nami" Shukla is the Associate Dean and Director of Operations & Finance for the College of International and Extended Studies. As the Associate Dean, Nami provides leadership in the development and delivery of extended education programs and services. She develops and maintains a robust portfolio of programs that meets the educational needs of the University and local community, as well as work force needs of the State. In her role as Director of Operations & Finance, her areas of oversight include Finance, Operations, Human Resources and Facilities.
Ms. Shukla has an MBA with focus in Finance from University of Houston where she also earned certification as a Research Administrator from their Division of Research. She was appointed as a 2012 Salzburg Fellow for San José State University.
Former Manager of Endowment Accounting and Bank Reconciliation at University of Houston, she also served as Assistant Controller at the Radisson Hotel (Houston Astrodome property).With over 20 years’ experience in accounting, "working with financial numbers and data crunching" is what Nami enjoys most in her work. As an administrator at CIES, she values the focus on operational and strategic business planning.
