The Human Subjects Institutional Review Board (IRB)

General Information

The Institutional Review Board (IRB) is a 10-15 member committee whose task is to review research proposals submitted by SJSU students, faculty, and staff that involve the use of human subjects. IRB members make sure that the proposed research is in compliance with university policy and federal regulations that have been established to ensure the safety of research participants and the ethical and responsible conduct of investigators. The IRB has purview over any research in which people are asked to either participate physically or where personal information is sought through interaction with the investigator (interviews, surveys, observation, etc). The IRB also has purview when information concerning individually identifiable people is being sought by an investigator through access to files, databases, or a third party.

Procedures for Protocol Submission for All SJSU Investigators

  1. View the Online IRB Workshop.
This workshop describes everything investigators need to know about the IRB process, including when IRB approval is needed, how long it takes to get approval for different kinds of research, and what kinds of forms are needed. Investigators new to the process at SJSU are especially encouraged to visit the IRB Workshop page before beginning.

  2. Make sure you have completed the preliminary training  if you are a faculty or staff member submitting your own protocol or sponsoring the work of a student. The training is also recommended but not mandatory for students. If you have already submitted a training certificate to the Office of Graduate Studies & Research once before, it is not necessary to submit it with every protocol. If you are doing the training for the first time, please attach the certificate to your IRB protocol, as it is not automatically sent to our office.

  3. Fill out the required forms.

  4. Submit 2 copies of a complete IRB protocol to:

    Alena Filip, IRB Coordinator
Office of Graduate Studies and Research
    San Jose State University
    One Washington Square
    San Jose, CA 95192-0025

Protocol packet submissions are not accepted by email or fax. Investigators may either mail the copies to the above address or drop off 2 copies to the Office of Graduate Studies & Research, located in ADM 223, during our office hours.

  5. Await a screening email from the IRB coordinator confirming that your protocol was received and containing information about how it will be reviewed (7-10 business days from the time the protocol is received).

Procedures  for Protocol Submission for Non-SJSU Investigators

  1.  If your home institution has an IRB, obtain approval from your institution's IRB first. Otherwise follow the same procedures outlined above for SJSU Investigators.

  2. Fill out the SJSU IRB Registration Form  if you already have IRB approval from your home institution. Attach the additional documents described on the form.

  3. Submit 1 paper copy of the IRB Registration Form and attached materials to:

    Alena Filip, IRB Coordinator
Office of Graduate Studies and Research
    San Jose State University
    One Washington Square
    San Jose, CA 95192-0025

Email of fax submissions are not accepted.

  4. Await an email confirmation of your registration from the IRB coordinator (usually 7-10 business days).
