The Office of Graduate Studies & Research (GS&R) in conjunction with the GS&R Committee, an official committee of the SJSU Academic Senate, administers the ORTUs in accordance with Executive Order 751 and Academic Senate resolution S05-13. Proposals for new ORTUs should be sent to the GS&R Committee via the Associate Dean of GS&R. It is recommended that authors allow sufficient lead time before submission of their proposals for obtaining a preliminary review from the Associate Dean. Proposals should be organized according to, and follow the stipulations contained within, the ORU Guidelines below. A budget template is included with the Guidelines to be used for reporting a 5-year financial estimate. Once received, the proposals will be reviewed by the Associate Dean and the GS&R Committee with reference to the ORU Checklist, also included with the Guidelines.

Bay Area Earth Science Institute
A nonprofit organization supported by the National Science Foundation, San José State University, Chevron, and a consortium of other government, corporate and academic partners. Center for Development of Recycling
A national clearinghouse for recycling information and for applied waste management research aimed to increase the scope and availability of recycling information and to increase the effectiveness of recycling as a solid waste management strategy.

The Center for Reaching and Teaching the Whole Child furthers the Connie L. Lurie College of Education's mission of fostering excellence and equity in our schools by focusing attention on the social-emotional dimension of teaching and learning and its relationship to academic achievement. Focuses on international surface transportation policy issues as related to three primary responsibilities: research, education, and technology transfer. MTI receives policy oversight from an internationally respected board of trustees who represent all of the major transportation modes.
National Biometric Test Center
Has explored a number of essential questions relating to the science underpinning biometric technologies These include suggesting a taxonomy of biometrics, thus laying the groundwork for a common language for us to use when discussing biometrics.
