Beth Pugliese Named Associate Vice President for human Resources

Message from Shawn Bibb:

I am pleased to announce the permanent appointment of Beth Pugliese as the Associate Vice President for Human Resources. In February, I asked Beth to step into the role on an interim basis. She did so with enthusiasm, and began creating a path forward for the department. Over the course of just a few months, she reorganized the staff and began to strategically align the Human Resources goals with Vision 2017. The campus is beginning to see the results of these efforts through streamlined processes, better campus coordination and stronger, more effective communication with the campus community. Based on the progress the department has made under Beth's leadership, I decided to offer her the role permanently.

Beth has been with SJSU for 22 years, serving in a variety of roles, most recently as the Executive Director of Spartan Shops, Inc. She is an SJSU alumna, holding a Bachelor's degree in Political Science and a Master's degree in Public Administration. Beth's strong belief is that Human Resources is here to serve the campus and assist managers in getting their jobs done, while ensuring fairness and equity across the campus. I am confident that Beth will continue to bring focused and consistent leadership to the Human Resources department and, together with our dedicated staff, provide the best service possible to all stakeholders.

Executive Order 1083, Child Abuse and Neglect - Mandatory Reporting

Per California Penal Code §§ 11164-11174.3 (the California Child and Neglect Reporting Act or CANRA) and California State University CSU Executive Order 1083 (PDF), every CSU employee is now a mandated reporter for suspected child abuse or neglect. Only volunteer employees are exempt.

To comply with the Executive Order, each employee must complete the Acknowledgment of Mandated Reporter Status and Legal Duty to Report Child Abuse and Neglect form (PDF) and submit it to Human Resources no later than January 31, 2013 or on your first day of hire.

An online training course is being developed by the Chancellor's Office and once it is available, each employee must complete that as well. We will provide more information about how to do that once the course is available. In lieu of that training, please review the following information outlined in the CSU Executive Order 1083 (PDF):

  • Section II: When Reporting is Required
  • Section III: Abuse That Must be Reported
  • Section IV: What is Not Child Abuse?

Section VI of the Executive Order outlines the procedures for making a report and identifies Form SS 8572 (Suspected Child Abuse Report) which must be completed and submitted once the incident has been reported.

Per the CSU Executive Order 1083 (PDF) we have designated the Associate Vice President for Human Resources, currently Jim Cimino, as the Mandated Reporting Coordinator for San José State. All other managers in Human Resources have been designated as the backup coordinators and will be trained accordingly.

Going forward all position descriptions and job announcements will include language that indicates the incumbent is a mandated reporter. Existing positions descriptions do not need to be updated.

New Rates: Tax Deferred Savings Plans - 2013 Limits

Effective for tax year 2013, eligible employees can contribute up to $17,500 into the 403 (b), 401 (k) and 457 Plan or:

  • Combination of 401k/403b ($17,500) and 457 ($17,500) = $35,000
  • Catch-up provision for all three plans for employees over the age of 50 = $5,500
  • Catch-up provision for the 403b plan for employees who have worked at least 15 years may be eligible to contribute an additional $3,000 per year for up to 5 years for a total of $15,000.

Please note, participants may contribute to both a 403 (b) and 401 (k) plan in the same tax year, however, combined contributions across both plans cannot exceed $17,500.00.

Employees who wish to contribute using the catch-up provision must demonstrate eligibility by completing the CSU Maximum Contribution Worksheet and returning it to the Benefits Unit in Human Resources.

Expiration of the Employee Social Security Tax Rate Reduction (Middle Class Tax Relief and Job Creation Act of 2012)

The Middle Class Tax Relief and Job Creation Act of 2012 (Tax Relief Act of 2012) signed into law on February 22, 2012, extended the reduction in the social security tax rate paid by employees for wages through December 31, 2012. In accordance with the Tax Relief Act of 2012, the employee social security rate remained at 4.2% with employers continuing to pay the full 6.2% rate for their portion of the social security tax.

In January 2013 the State Controller’s Office (SCO) will mail the 2012 W-2 form to employees at the mailing address currently on file with Human Resources. If you have had an address change during 2012,
please revise your personal information in PeopleSoft to ensure it reflects your current mailing address.


Pension Reform – Update

The Public Employee Pension Reform Act (PEPRA) of 2012 will become law on January 1, 2013.  The Chancellor’s Office (CO) is working closely with CalPERS on the interpretation and impact as it pertains to CSU employees. Additionally, in response to questions received, the CO created a Pension Reform Frequently Asked Questions (FAQ). Please note: answers are based on a preliminary review and represent a current understanding of PEPRA. Therefore, the information may be subject to change. SJSU Human Resources will continue to communicate new as well as updated information regarding pension reform as it becomes available. CSU Military Leave Policy Update – Extension of “Difference in Pay” CSU Salary Supplement Program

 The Chancellor is extending through June 30, 2013, the provisions of the Difference in Pay CSU Salary Supplement Program for eligible employees called to active military duty to serve during the war in Iraq and Afghanistan. This policy memorandum supersedes HR 2011-06. For additional information on this salary supplement program, please refer to HR 2004-21. This HR memorandum is also available on the Human Resources Management Web Site.
