Skelly-Coleman Training Highlights

In October 2011, Employee Performance and Development conducted follow-up Skelly-Coleman Officer training to a select group of MPPs in order to ensure that they would be well trained to carry out the duties and responsibilities of a Skelly or Coleman Officer.  Skelly and Coleman Officers play a critical and vital role in ensuring employees receive their due process rights in the areas of progressive discipline and automatic resignations, respectively.  This group had already received foundational training on this topic in June 2011.  The June training was conducted as part of Employee Performance and Development’s efforts to replenish the pool of Skelly/Coleman Officers for the university and covered the topic primarily from a generalized and conceptual perspective.

The October follow-up training was intended to provide a more real-world and in-depth perspective on the do’s and don’ts of being an effective Skelly or Coleman Officer.  To that end, prior Skelly/Coleman Officers were invited to participate in the training to lend their experience and knowledge to the participants.  As a result of this training, San José State University now has a robust and well-trained cadre of 15 Skelly/Coleman Officers. Below are a few training testimonials from participants.

"The Skelly-Coleman training session created an opportunity to gain stronger insight into the process and a better understanding of how we can provide service to our campus employees. The EPD staff did an exceptional job of preparing the Skelly-Coleman officers to do important work for the University."

“The Skelly-Coleman Officer training provided me with information on the "Skelly Hearing" process and the responsibilities of those involved. The training made clear how important it is to reach an objective review of the proposed discipline and the employee’s response. It also helped clarify how to reach a conclusion as to whether there are reasonable grounds to justify the discipline proposed. I was invited back to share my experience and knowledge with the participants and felt that this process enriched the overall training experience.”
