Ruth Huard, PhD
Dr. Ruth Huard is the Dean of the College of Professional and Global Education, serving as the leader for multiple areas within the college: the academic departments in information and data science disciplines, professional and continuing education, global programs and services, and two research and training centers - Silicon Valley Center for Global Studies and the Silicon Valley Center for Big Data and Cybersecurity. As Dean, she also manages the administrative units of the college and is responsible for supporting over 11,000 students that participate in the professional education programs annually, as well as 3,000+ international students from over 100 countries.
With over 20 years of academic and professional experience in the areas of learning sciences and technology design, Dr. Huard has facilitated the growth of online teaching and learning opportunities for the SJSU community through academic entrepreneurship and accessible technologies. She has also managed the development and implementation of professional education programs for SJSU students and the broader community, including launching the high-demand (bottleneck) courses program as a means of increasing student access to critical courses. She served as the principal investigator for the Department of State grant to create educational access for women and disenfranchised individuals through the development of online infrastructure and programs with a partner university in Pakistan.
Dr. Huard has held a variety of academic leadership positions at SJSU and the University of Hawaii, Manoa. She was an SJSU Salzburg Fellow in 2013. As a former faculty member at the University of Hawaii, she enjoyed teaching courses in emerging technologies, research methods and applied organizational communication and leadership. She started her professional career in industry, applying her entrepreneurial skills at Silicon Valley startup companies. She received her Ph.D. from Stanford University where she conducted research in human-computer interaction and smart learning systems in the School of Education and in the Computer Science Department–Knowledge Systems AI Lab. While Dr. Huard is excited by emerging technologies, her interests and focus continue to be on the people that engage with the technology.
Namrata Shukla, MBA Finance
Associate Dean and Director of Operations and Finance
Namrata or "Nami" Shukla is the Associate Dean and Director of Operations & Finance for the College of Professional and Global Education. As the Associate Dean, Nami provides leadership in the development and delivery of professional education programs and services. She develops and maintains a robust portfolio of programs that meet the educational needs of the University and the local community, as well as the workforce needs of the State. In her role as Director of Operations & Finance, her areas of oversight include Finance, Operations, Human Resources, and Facilities.
Ms. Shukla has an MBA with a focus in Finance from the University of Houston where she also earned a certification as a Research Administrator from their Division of Research. She was appointed as a 2012 Salzburg Fellow for San José State University.
Former Manager of Endowment Accounting and Bank Reconciliation at the University of Houston, she also served as Assistant Controller at the Radisson Hotel (Houston Astrodome property). With over 20 years’ experience in accounting, "working with financial numbers and data crunching" is what Nami enjoys most in her work. As an administrator at CPGE, she values the focus on operational and strategic business planning.
Dr. Sandy Hirsh is the Associate Dean for Academics for the College of Professional and Global Education. As the Associate Dean, Sandy engages in the strategic planning and implementation of programs and initiatives related to the mission and vision of the college and the university, and she collaborates with the chairs and directors of the departments and schools within CPGE to develop the strategic direction for continually achieving faculty success, student success, and academic and curricular excellence.
Dr. Hirsh holds both a bachelor's degree and Ph.D. from UCLA and a MLIS degree from the University of Michigan. For ten years, she served as Professor and Director in the SJSU School of Information (iSchool), which offers 100% online graduate programs with more than 2000 graduate students - the largest graduate program within the California State University System. Prior to joining SJSU, she worked in the Silicon Valley in R&D and consumer product development for more than a decade at major technology companies: Hewlett Packard Labs, Microsoft, and LinkedIn.
Throughout her career, Dr. Hirsh has focused on global initiatives and continuing professional development. She co-founded and co-chairs the global virtual Library 2.0 conference series. She has been a Salzburg Fellow and a visiting scholar at Rikkyo University in Japan. She served as the president of the Association for Information Science & Technology (ASIS&T) and is currently serving as President-Elect of the Association for Library and Information Science Education (ALISE). She is also an active scholar and researcher; her most recent publications are Information Services Today: An Introduction, 2nd edition (2018) and Blockchain, part of the ALA Future Series (2019).
