Budget Development Process
CSU Operating Fund Budgets
These policies and procedures are to be applied in developing or adjusting CSU Operating Fund budgets in preparation for the new fiscal year, or a “begin year budget”. The process typically begins with reviewing “base” budgets, which represent ongoing funding. Base budgets are maintained in the campus financial accounting system (CFS) and may be viewed in the CFS Data Warehouse (see Resources section for more information). The focus of this section is to clarify budget policies and procedures associated with developing or adjusting a begin year (base) budget.
Divisions may update their begin year budget throughout the year by submitting a base budget adjustment request file to the University Budget Office via email. However, all base budget adjustments for the begin year budget must be loaded into CFS by June 30th each year.
These policies and procedures are to be applied by individuals who are in the process of establishing a Trust Fund budget for the new fiscal year. While Trust Funds are generally not required to have a budget in the financial system (CFS), a budget may be requested by the University Budget Office for the purpose of developing a future fiscal year campus budget and/or for local input into the campus financial system. Additionally, all large self-support activities must be budgeted in the financial system. It is important to note that for self-support funds, a budget is not an authorization to spend, but serves as a management tool only. Spending authority for self-support funds is determined by available revenues. Distribution of budget within a self-support fund should be based on a conservative estimate of revenues. In some instances, a self-support fund balance (prior year carry over) can be used to budget operating expenditures in the current fiscal year.
