Lt Col Frank A. MartinezLt Col Martinez

Chair/Professor of Aerospace Studies

Lieutenant Colonel Frank A. Martinez serves as Commander, Detachment045, Air Force Reserve Officer Training Corps, Air Education and Training Command, San Jose State University, California. AFROTC Detachment 045 serves to develop leaders of tomorrow who will go on to fulfill the Air Force mission to fly, fight, and win, represent our core values of integrity first, service before self, and excellence in all we do, and live up to the rich history of Air Force ROTC.

Lt Col Martinez received his commission from the United States Air Force Academy in May 2010 with a degree in Systems Engineering and earned his pilot wings at Vance Air Force Base, Oklahoma, in 2011. He has held a variety of positions, including flight commander, wing/group
executive officer, scheduling officer, and training officer. Lt Col Martinez has deployed twice in support of Operations ENDURING FREEDOM, INHERENT RESOLVE, RESOLUTE SUPPORT, and other overseas contingency operations. Prior to his current assignment, he served as the Chief of the Joint Operations Center within the Current Operations Division, Operations Directorate, United States Southern Command, Doral, Florida. His most recent operational assignment was as a C-17 instructor pilot and Wing Executive Officer, 62d Airlift Wing, Joint-
Base Lewis-McChord, Washington.

Lt Col Martinez is a Senior Pilot and flew as an instructor pilot in both the KC-135R/T Stratotanker and the C-17A Globemaster III. He has over 2,100 flight hours, including 320 combat and combat support hours, between both aircraft.

Capt Bullock

Capt Austin S. Bullock

Assistant Professor of Aerospace Studies

Captain Austin Bullock serves as the Operations Flight Commander, Detachment 045, Air Force Reserve Officer Training Corps, Air Education and Training Command, San Jose State University, California. He leads, recruits, trains, counsels, and evaluates highly qualified young men and women as prospective DAF officers. He directs and supervises Leadership Laboratory (LLAB) and instructs college curriculum covering Foundations of the USAF, AF History, Leadership & National Security Affairs.

Captain Bullock entered the Air Force in June 2018 through ROTC from California State University San Bernardino. He completed the Nuclear Munitions Officer's Course in January 2019 and since then has held a variety of maintenance positions supporting weapon sustainment in both the nuclear and conventional enterprises. In October 2020, he was selected to Joint Task Force – National Capital Region as an Aide-de Camp in support of the 59th Presidential Inauguration. Prior to his current position, he was the Director of Operations, 705th Munitions Squadron, Minot Air Force Base, North Dakota. There he was responsible for maintenance and contingency operations for Minot’s Protection Level-1 Air Launched Cruise Missile (ALCM) and intercontinental ballistic missile (ICBM) stockpiles.

Capt Scott A. Reilly

Major Scott A. Reilly

Assistant Professor of Aerospace Studies

Maj Scott A. Reilly serves as Assistant Professor of Aerospace Studies, Detachment 045, Air Force Reserve Officer Training Corps, San Jose State University. He is responsible for educating and mentoring cadets, developing future leaders through  
classroom instruction, leadership development, and field training exercises. Maj Reilly brings a wealth of financial management and acquisition experience to the detachment, providing cadets with unique insights into the Air Force’s resource  
management processes.

Maj Reilly graduated and earned his commission from the United States Air Force Academy, Colorado Springs, CO in 2016. He obtained his M.S. in Cost Analysis from the Air Force Institute of Technology, Wright-Patterson AFB,OH in 2023. Prior assignments include Deputy Cost Chief for the Special Operations Forces & Personnel Recovery Division, AFLCMC, WPAFB, OH; managing the Joint Command, Control, Communications, & Computers/Cyber (C4) portfolio as a Budget Analyst, USCYBERCOM, Fort Meade, MD. He also served as a Cost Analyst for multiple AFLCMC programs at Hanscom AFB, MA. In 2017, he completed initial finance officer training (FMOC) and initial skills training for acquisition professionals (FAM).

Prior to his current assignment, Maj Reilly served as the Deputy Cost Chief for the AFLCMC ISR & SOF portfolio consisting of over 30 programs valued at $15B. He led a team of six cost analysts, ensuring accurate and timely cost estimates for critical Major Command (MAJCOM) requirements.

Technical Sergeant Kaithlyn Guerrero serves as Noncommissioned Officer In Charge and Air Force Officer Accessions Instructor, Detachment 045, Air Force Reserve Officer Training Corps, Air Education and Training Command, San Jose State University, California. She leads, recruits, trains, counsels, mentors, and evaluates highly qualified college students as prospective Department of the Air Force officers. Technical Sergeant Guerrero instructs college curriculum covering Foundations of the USAF, Air Force History, Leadership, and National Security Affairs.

Technical Sergeant Guerrero entered the Air Force through the Basic Military Training Course at Lackland Air Force Base, San Antonio, Texas, in March 2015. Following BMT, she attended Security Forces master training at Lackland Air Force Base. Throughout her career, Technical Sergeant Guerrero has held a variety of operational and leadership positions, including Security Response Force Leader, Patrolman, Base Defense Operations Controller, Military Working Dog Handler, Military Working Dog Trainer, and Officer Accessions Instructor. Her background includes law enforcement operations, installation defense, force protection, military working dog operations, training development, and the mentorship of Airmen and future officers. Technical Sergeant Guerrero has deployed in support of Operations INHERENT RESOLVE and SPARTAN SHIELD.
