AB 481: Law Enforcement equipment, funding, acquisition and use
A Heckler & Koch MP5 Personal Defense Weapon included in a 2025 inventory report by
SJSU's University Police Department (UPD) was never been deployed or used and is no
longer in UPD’s possession.
In July 2022, the Cal State University Board of Trustees approved the system-wide
Regulated Tools and Equipment policy recommended by the Chiefs of Police representing
the 22 university police departments across the CSU.
This policy was adopted and published as outlined by Assembly Bill 481 and requires every law enforcement agency in California to publish certain information
annually regarding specified equipment.
As part of the Oct. 1, 2025 report [pdf], SJSU UPD reported the presence of the Heckler & Koch MP5, Personal Defense Weapon
in armory storage.
The firearm referenced, which had never been deployed or used, is no longer in UPD’s
possession. It had been part of the UPD armory for several years and was originally
assigned to the CSU Critical Response Unit.
The weapon remained secured in UPD's armory and was never removed for operational
use. Within the past year, it was transferred to the San Jose Police Department for
destruction.
